I don't think it'd be hard to order these parts at all. In fact a saavy dealer would probably be alright with ordering them for you.
I also don't think these will be painted. I could be entirely wrong. However this is a package targeted directly at economy, so I don't think they'd bother painting the deflectors or body shields.
