May not be able to buy it but one can make a replica of it.
Before I even saw this I was playing with a Lime Squeeze Fiesta on Paint.net and painting on racing stripes. I'm partial to either metal flake black or a deep charcoal gray with silver border stripes. Both of these against the lime background seem to look pretty good.

It looks almost exactly like how I am going to have my Fiesta ST set up as minus the pin striping on the side and the body kit. But the rims the blue paint, and the white center stripes are a dead on match. Those rims are 16' used on the Fiesta and Ka sport models. So I'll have to import a set of those along with Euro Projector headlamps. I may crack and go up to the full 17' rim that was available just get a flasher and go with a meatier tire on the matter.

I know for certain that the previous gen Fiesta ST WAS a slightly warmed up hatch over the basic Fiesta in the UK.

I would think that perhaps the car here will at least have a modified suspension and a few other upgraded parts if not a completely different engine?

I would actually prefer the 3dr model as well.

Some of the differences re Zetec S vs Sport +

Sport +
* limited to the UK, Spain, Switzerland and Austria
* specially designed front bumper
* Two distinctive exterior colour -'Frozen White' is matched with Performance Blue GT stripes
- exclusive 'Performance Blue' white stripes
* 17 wheels painted in bright 'Frozen White' with 205/40 R17
* Heated sports leather seats
* black full-leather steering wheel are enhanced with striking blue stitching
* handbrake cover and the gear lever knob are finished in black leather
* front and rear floor mats with blue stitching and scuff plates, with special logos.

This is a very common practice of Ford Europe to offer a special edition in markets were a unique trim does very well.

Besides the steering wheel, and few other tiny enhancements, I don't see too much to this package that makes me say wow. For the most part, the white version is kind of what I am going to make, but without the stripes. I like the car, but don't think it is anything to go crazy over. Swapping the steering wheel to the EU sport wheel would be awesome, but I would guess the airbag could be a problem swapping over. Floor mats, sills, tape stripes, and painted wheels is not all that special.

I wouldn't be surprised if somebody in the next couple years is able to cook up an IRS for the Fiesta.
I don't really see why IRS is needed for the Fiesta. All the extra suspension parts just add more weight, and probably add more unsprung weight in the process. That is the wrong direction to take the Fiesta, and I don't think you would really gain much in handling.
