Technical question for current Fiesta owners

In the owner's manual, it says that there is an "accessory delay" feature
which allows you to use the power windows, radio, and moon-roof
(if equiped) for 10 minutes after the ignition switch is turned off or
until one of the doors is opened.
I don't have a power moon-roof, and I can work the radio after the
ignition sw. is turned off, but I can't work the power windows after the
switch is turned off.
I also noticed that I can't turn on my headlights unless my key is in
the ignition and it is turned to the "run" position.
I just wondered if all of your cars are set up the same way (regardless
of what the manual says) or if something is turned off in the software of
my car that needs to be turned back on.

I also noticed that I can't turn on my headlights unless my key is in

Most all German cars are that way for some reason.
11 Fusion has same feature, headlights DO work w/ key out, FOG LAMPS DO NOT, windows do work with key out.

EDITED - headlights work, not foglights w/o key
Some of the features may be disabled due to legal reasons in US spec cars...I know that in various VW models that has a similar features they were omitted for the US market.
2000 to 2004 Focus models: Headlights won't work unless key is ON (parking lamps work); Fogs need headlights to work (unless bypassed through unauthorized means); Radio was achieved through ACC or 1 hr timer feature on the head unit; Windows only operate at ON.

Part of when a window can work (and shut off) is probably buried in a lot of FMVSS rulings (like this one). Hit up google, and you're bound to find a lot of reading on the matter.

So...I can assume that's the way the Fiesta is wired :)
